Permits are the #1 category estimators under-scope. Here's what to file, by project type, in the order they typically block each other.

Residential

1. Zoning approval — must be cleared before design finalizes
2. Site survey & soil test — informs structural design
3. Architectural plans — architect fee (typically $8,000–$15,000)
4. Structural engineering plans
5. Building permit — filed with plans
6. Insurance — before ground breaks

Commercial

Everything above, PLUS: ADA compliance review, Fire safety approval, Environmental Impact Assessment.

Industrial

All of commercial PLUS: OSHA safety compliance, Hazardous material handling permit, Environmental permits.

Renovation

Renovation permit, structural assessment, asbestos/lead paint inspection (pre-1978 buildings especially), renovation insurance.
